Mike Zeiders

Mr. Zeiders founded Zeiders Enterprises in 1984 with a commitment to provide services that make a positive impact on people’s lives. He provides the strategic vision for the development and implementation of solutions in support of the evolving needs of Service members, veterans, their families and commands. Mr. Zeiders serves as Chairman of The Quality of Life Foundation, a not-for-profit organization founded in 2008 by him and his wife Charlotte, to support the special needs of wounded warrior family caregivers. Mr. Zeiders is also the founder and Chairman of The Zeiders American Dream Theater in Virginia Beach, Virginia. As a continuation of his involvement in education focused programs, he authored the book Entrepreneurship, The Art of Succeeding in Business, as a high school and adult education tool. Mr. Zeiders has served as the Chairman of the Northern Virginia Workforce Investment Board and President of the Prince William County Public School Education Foundation. Mr. Zeiders holds a Bachelor of Science in Operations Analysis from the U.S. Naval Academy and Master of Business Administration from George Mason University.
Paul Richardson

Mr. Richardson has over 25 years of experience in program management, customer service and clinical operations. As President and CEO, Mr. Richardson has strategic and operational responsibility for the company’s worldwide components, and formulates and oversees the implementation of the organization strategic plan ensuring coordination with Zeiders mission, vision and commitment to core values. Mr. Richardson previously served as Zeiders’ Senior Vice President for Contract Operations where he was responsible for contract service delivery, strategic growth of company capabilities, development of new business opportunities, partner relations, quality management, strategic communications and long-term growth. Mr. Richardson’s achievements at Zeiders as the Director of Corporate Development include leading successful proposal development efforts that resulted in numerous awards, developing operating plans and internal processes designed to increase service delivery, and improving outreach, communication and corporate brand enhancement. Prior to joining Zeiders in 2012, Mr. Richardson provided services as a business process consultant for the U.S. Air Force, an executive with Anthem BCBS managing the first generation of TRICARE contracts, a Vice President with Amerigroup Corporation providing service and support to Medicaid and Medicare members for 11 states, and a Vice President for Ceridian overseeing the Service Delivery Operations for Military OneSource. Mr. Richardson served as a Medical Service Corps Officer in the U.S. Army and is a combat veteran of the First Gulf War. Mr. Richardson holds a Bachelor of Science from the University of Tampa. He is also a Six Sigma graduate of the Juran Institute.
Robert Senter, CPA

Mr. Senter is a Certified Public Accountant with more than 25 years of corporate accounting, financial management and government contracting experience. Mr. Senter has contributed to the company’s strategy, long range forecasting and the development of additional corporate capabilities to meet emerging customer and contract needs to ensure Zeiders remains at the forefront of industry best practices. During his tenure at Zeiders, the company has successfully passed independent financial and Small Business Administration audits with exceptional reviews, as well as improved information services capabilities to successfully meet Department of Defense Information Assurance Risk Management Framework (DIARMF) standards. Prior to joining Zeiders, Mr. Senter held positions as Vice President of Finance, Contracts and Quality for Sevatec, Inc., and Vice President, Chief Financial Officer and Corporate Treasurer for Universities Space Research Association, where his experience in developing operational plans and competitive proposals resulted in company growth and development. Mr. Senter holds both a Master and Bachelor of Business Administration from James Madison University.
Margee Downs, MSW, LCSW

Ms. Downs possesses close to 30 years of experience delivering quality of life programs within the military community.  Her substantial experience in overseeing contract performance and coordinating the full spectrum of management activities provides expertise for contract development solutions. Ms. Downs has served as the Project Manager for over 70 Department of the Navy, Department of Defense and U.S. Marine Corps projects with Zeiders. She brings recognized expertise in military quality of life issues as reflected in her selection to present at numerous national and regional conferences on topics including Clinical Quality Assurance, Crisis Response, Strategic Planning, Deployment Readiness and Organizational Learning. Ms. Downs has a Bachelor of Science in Psychology from Old Dominion University, a Master of Social Work from Virginia Commonwealth University and an Education Specialist degree in Curriculum Design from the College of William and Mary.
Don Vogus

Mr. Vogus has more than 25 years of experience managing complex human capital and organizational strategy programs within the federal government, with a proven track record for client satisfaction and delivery on time and within budget.  Mr. Vogus is responsible for establishing performance objectives and goals, setting standards and implementing programs to ensure customer satisfaction and compliance with all corporate policies and directives. Mr. Vogus previously worked as a senior manager for a top-ten management consulting firm and a Fortune 500 scientific, engineering and technology applications company. In addition to his civilian career, Mr. Vogus served 22 years in the Army National Guard as a Military Intelligence Officer. He served as the 629th Military Intelligence Battalion Commander, Training Battalion Commander in the 70th Regiment and retired as the G2 of the 29th Infantry Division. Mr. Vogus received a Master of Arts degree from George Washington University and a Bachelor of Arts from Lafayette College. He has a Change Management Advanced Practitioner Certificate from Georgetown University and a Change Management Practitioner certification from Prosci.
Dorian Anderson
Dorian AndersonDirector, Corporate Development

Mr. Anderson has over 10 years of service delivery and business development in the human capital, training, and management markets. As the Director for Corporate Development, he is responsible for bringing Zeiders’ quality of life services to new clients and partners through innovative plans utilizing both short- and long-term growth strategies. Mr. Anderson’s passion for service members and their families is a result 30 years of military service as an Infantry Officer. Beginning as a company commander, he was promoted through Commanding General of Mechanized, Airborne, Ranger, Light, Joint and Agency levels. His career culminated as the Commanding General of the Army Human Resources Command. Before coming to Zeiders, Mr. Anderson provided consulting services and served as Vice President for the Military Personnel Business Unit, Defense Business Group at Serco, Inc., where he successfully managed a team executing global delivery contracts and meeting growth objectives. Mr. Anderson holds a Bachelor of Science Degree from the United States Military Academy at West Point and a Masters of Management degree from Webster University. He attended The Executive Program at the University of Virginia’s Darden Business School.

Julia Vaughn, SPHR

Ms. Vaughn possesses almost 20 years of experience across all dimensions of Human Capital, both in Human Resources and Employee Learning and Development. As the Chief Human Resources Officer, Ms. Vaughn is responsible for all activities within the employment lifecycle. She is an integral member of the company’s Executive Team and participates on all matters related to human capital strategy formation initiatives including: proposal bid/no-bid decisions, business expansion, organizational development, cultural development and company strategy. She serves as a key leader on the company’s 401(k) Committee and leads the Benefits and Learning and Development Committees.  Ms. Vaughn has led initiatives such as the induction to and sustainment of the Military Spouse Employment Partnership, Virginia Values Veterans Program and Virginia Jobs Investment Program. Prior to joining Zeiders, she held Human Resources leadership positions at a Fortune 500 company, education institute and upscale retail firm. Ms. Vaughn is a Certified Senior Professional in Human Resources (SPHR), a SHRM Certified Senior Professional (SHRM-SCP) and has a Bachelor of Science in Psychology from Virginia Commonwealth University. As the daughter of two Marine officers, Ms. Vaughn has a keen insight into the unique challenges of the military lifestyle. She is also a proud spouse to a firefighter and mother of two.
Ellen Miles, CCEP
Ellen Miles, CCEPChief Administrative Officer
With her experience as an Air Force spouse adding expertise to the quality of life mission of the organization, Ms. Miles 17-year career at Zeiders has included managing numerous corporate operations departments. Ms. Miles has led the development of a robust Ethics and Compliance program and guided the organization through multiple technology, security and process improvement initiatives in response to emerging requirements. As the Chief Administrative Officer, Ms. Miles is responsible for leading the company’s Ethics and Compliance program, developing effective corporate policies and procedures, managing corporate security, safety, risk, and facilities, and overseeing general office administration. Before joining Zeiders, Ms. Miles served in leadership and support roles in Human Resources and Administrative Management in health care, industrial, non-profit, and government settings. Ms. Miles has a Bachelor of Science in Public Affairs from the Indiana University School of Public and Environmental Affairs; a Master of Public Administration from Troy University; and is a Certified Compliance and Ethics Professional (CCEP) by the Compliance Certification Board.
Rich Bates, CRISC
Rich Bates, CRISCChief Information Officer
Mr. Bates has over 35 years of IT experience in public, private and government sectors. As the CIO, he leads the Information Services Department. Over his career he has been involved with multiple aspects of information technology from hardware deployment to data center operations. Mr. Bates was part of the team in charge of standing up operations for the Defense Intelligence Agency’s Customer Support Center and the Chief of Naval Operations’ consolidated Network and Customer Support Center. Just prior to joining Zeiders, Mr. Bates was the Vice President of Technical Operations for a highly secured data center in Northern Virginia where he guided the organization through five consecutive, very successful SAS 70 (SSAE 16/SOC) and SysTrust audits as well as DITSCAP and DIACAP reviews. Mr. Bates holds both a Bachelor of Business Administration in Information Technology and Master of Science in Information Systems from the George Washington University and is Certified in Risk and Information Systems Controls (CRISC) by ISACA.
Tamra Avrit

With a deep passion for the military and military families, Ms. Avrit has 30 years of strategic and operational experience across Zeiders’ core capabilities. During her tenure as Zeiders’ previous President and CEO, Ms. Avrit led the team in expanding the company’s lines of business, capabilities, customers and geographic service delivery into all 50 states and multiple foreign markets. She expanded Zeiders’ Personal Financial Counselor Network and created a Behavioral Health Counseling Network of credentialed professionals. Prior to coming to Zeiders in 2008, Ms. Avrit consulted with Department of Defense senior leaders on business strategy, process improvement, change management and strategic communications on behalf of Booz Allen Hamilton. For almost 16 years, Ms. Avrit was employed in leadership positions by the U.S. Marine Corps supporting various morale, welfare and recreation, and military family and personnel support programs at the headquarters level. Ms. Avrit holds a Master of Science in National Security Strategy from the National War College, a Master of Business Administration in Marketing from The George Washington University, and a Bachelor of Arts in History and Business Administration from Hope College. She is a Project Management Professional from the Project Management Institute and also holds a Change Management Practitioner certification from Prosci.
